I have a briefcase with two three dialed combination locks. Unfortuneately the part of the latch that flips up is broken. Where can I get replacement latches and how do I replace them once I get them?

Look up local luggage stores. I worked at one for years and the owner did a lot of repairs of this type. They usually have a small supply of popular hardware.
